Martin J. Carroll earned a Bachelor of Science degree from the College of Business and Management, University of Maryland , and a Juris Doctor degree from the University of Maryland School of Law, Baltimore , MD.
Martin served as Law Clerk to a Circuit Court Judge for Prince George's County in Upper
Marlboro prior to passing the bar.
He has been practicing law in the state of Maryland since being admitted to the Maryland Bar in 1989. A member of the Maryland State Bar Association, he is also admitted to the Bar of the District of Columbia (Washington D.C.) and to practice before the United States District Court for the District of Maryland. His first Law office was located in La Plata MD.
